Designed for . . . Public Sector Leaders
Policymakers at all levels of government face increasingly complex challenges as they address domestic and foreign policy concerns. They are barraged with recommendations from competing sources, including special-interest groups and single-issue advocates. Public discourse too often degenerates into which side can shout the loudest. The Public Policy Institute provides a calm, thoughtful voice that is ethical, values-oriented, well reasoned, solution-focused and promotes the welfare of the people.
Designed for . . . Private Sector Leaders
Private sector organizations are also impacted by public policy. Their programs and services must operate within legal and ethical parameters largely set by public policy through applicable laws and regulations. Thus, effective leaders must be astute in dealing with policy concerns and political realities relevant to their organization’s mission. The Public Policy Institute offers program evaluation that takes public policy into account in a sophisticated manner and delineates how to move forward accordingly.
About the Director of the Public Policy Institute
Timothy A. Kelly, PhD, serves as director of the De Pree Center Public Policy Institute. He has had a unique combination of executive experiences in local, state and federal government, in academe, and in the private sector. These experiences have led to a depth of understanding and breadth of vision that is particularly helpful when analyzing complex and challenging programs and policies.
Our Distinctive Approach
The Public Policy Institute comes alongside 21st-century leaders and policymakers to find effective and ethical solutions to the many problems they face today. Each analysis includes not only goals and strategies but also values and social impact inherent in the project, as well as a road map for moving forward. The Public Policy Institute provides a “third voice” that is bipartisan and thus able to provide objective, innovative and ethical counsel consistent with leaders’ beliefs. This perspective, called "principled centrism," constitutes a new and particularly effective approach to problem resolution.

The Public Policy Institute exists to promote effective leadership and good governance. The following services are offered for public and private sector leaders and policymakers, each including sensitivity to relevant principles and values, and each expertly tailored to fit the need:
Expert Consultative Services
We are ready to come alongside and partner with leaders and policymakers, listen carefully to the issues, analyze the needs, propose solutions and help make it all happen quickly and effectively. We have an excellent track record of creating collaboration out of confrontation, partnership out of rivalry.
White Papers: Topical Research and Analysis
We produce sophisticated “white papers” that explore and evaluate policies, programs or issues from all relevant perspectives. The analysis is data-based, which may involve organizational review, executive team dialogue, focus groups, constituent surveys, legal or legislative or literature review, financial analysis, or other mechanisms for ensuring that all voices have been heard and all data sources covered. The papers provide leaders with creative recommendations and effective, realistic solutions designed to be taken “for action.”
Policy or Program Implementation Services
We not only help leaders understand the issues but also work alongside them. This may include consultation for developing and helping to implement a “road map” for accomplishing the leader’s or organization’s goals. We are also available to work on site for a specific project.
Experienced Expert Testimony
When situations require it, we are also able to provide expert testimony. Tim Kelly has frequently provided effective testimony to Congress, to state legislatures, and in court. He is available to help develop and provide expert testimony in support of a client’s goals, as long as those goals promote effective leadership or good governance.

We recognize that leaders in the fast-changing 21st-century often face challenges that simply cannot be predicted and that defy easy categorization. Accordingly, we stand ready to provide services that may involve creative combinations of the above, or that may involve new strategies altogether.
